Navneet Singh Khadian alias Navneet Singh Kadian alias Navneet Singh Quadian @ Pal was a member of the Sikh Guerrilla group Khalistan Liberation Force. He was born in 1970 to a middle-class family. He joined the Guru Nanak Dev Engineering College, Bidar in the South Indian state of Karnataka to further his studies.

During Anti-Sikh Riots of Bidar, happened on September 14th - 16th 1988, Hindu mobs attacked the Sikh students and other Sikh civilians, Sikh properties and killed atleast 6 Sikh students, injured about 100 and burnt several Sikh properties[1][2][3] [4]. As per Human Rights Watchdog, The communal chauvinists ran amuck and innocent students and persons belonging to the Sikh community were subjected to untold miseries during these riots. Affected by this incident, he went back to Punjab and enrolled at the Guru Nanak Dev Engineering College, Ludhiana, Punjab, India. This was the period when thousands of Khalistan suspects were being killed in staged shootouts and thousands of bodies were being cremated/disposed without proper identification or post-mortems by Government Security Forces in Punjab. [5][6][7][8]. Several number of Sikh women were reportedly being gang-raped and molested by Indian security forces during house to house searches. Villagers properties were being looted and ransacking of the entire villages was happening[9][10].

He joined the Khalistan Liberation Force and took part in several high profile guerrilla attacks on Anti-Khalistan/Pro-Indian political and security officials. As per the records of Designated Court-I, New Delhi, in Sessions Case No.4 of 2000, Navneet Singh was wanted in Bomb Blast case happened in the year 1991 to kill Mr. Sumedh Saini, Senior Superintendent of Police Chandigarh where Mr. Saini, 13 other officers from the Punjab Police and the Central Reserve Police Force were injured[11] AND he had also planned and executed high profile bomb attack on President of Indian Youth Congress (I), Manjinder Singh Bitta in New Delhi on September 11th 1993. As per these court records, On 2nd September, 1993, Navneet Kadian alongwith Kuldeep Keepa conducted the reccee of the office of MS Bitta at 5, Rai Sina Road, New Delhi. They made two failed attempts on 6th and 9th of september, 1993. On 6th September, 1993, their Bomb explosion mechanism did not work and they could not trigger the blast. On 9th September, 1993, MS Bitta did not come to the office. Finally they triggered the blast using 40 Kg of RDX on September 11th, 1993. The other high profile militants involved in this attack were Khalistan Liberation Force chief, Kuldeep Singh Keepa Shekhupura, Pawan Kumar @ Chajju, Er. Devenderpal Singh Bhullar @ Deepak (who was lateron extradited to India from West Germany and who is currently on a death row in Tihar Jail, Delhi), Mr Charni, Harnaik Singh @ Chotu, Mr. Daya Singh Lahoria and Mr. Sukha @ Sangatpuria.

Navneet Singh’s associates were also involved in the abduction of Romanian diplomat Liviu Radu in the year of 1992[12] to publicize their cause at the world level. Mr Radu was not harmed and released afterwards.

Navneet Singh took over the command of Khalistan Liberation Force after the death of Mr. Kuldeep Singh Keepa Shekhupura. Navneet Singh alongwith Daya Singh Lahoria, Mr. Lahoria’s wife Mrs. Suman Sood @ Kanwaljeet Kaur and Harnek Singh were involved in the kidnapping of Congress(I) leader Ram Niwas Mirdha's son Rajinder Mirdha in 1995 to force Indian Government to release his associate Er. Devenderpal Singh Bhullar @ Deepak from its custody. Mr Mirdha was kidnapped from a residential colony on February 17, 1995[13][14] Navneet was killed in a shootout with Police on 25th February, 1994 when Police attacked a newly built house on the outskirts of Jaipur, Rajasthan to free-up Mr. Rajendra Mirdha from Khalistan Liberation Force’s custody[15]However Mr. Lahoriya, his wife, and another Militant Harnek Singh managed to fled from the scene[16][17][18]. Mr Lahoria became chief of Khalistan Liberation Force after Mr. Navneet’s death. He got was arrested in 1995 from Miniapples Airport, Minnesota, USA and extradited to India where he was awarded life imprisonment by Judge Judge B.L. Lamnor, Jaipur on October 21 2004 which he is presently serving in High Security jail, Nabha, Punjab, India[19][20]
