Sukhdev Singh Babbar, one of the founders of the Babbar Khalsa along with Talwinder Singh Parmar. He was killed in a police encounter with the Punjab police in 1992. [1] Sukhdev Singh became a devout amritdhari sikh in 1977.
The Punjab Police and Indian Intelligence Services made capturing and eliminating him their top priority. They realised he was the backbone of the movement.
