Pandit Ram Basant Singh was born in Brahmin family of village Tohra in the house of Pandit Ram Bishen. He was a Nirmala Samparada's Scholar. Pandit Ram Basant Singh was also a cousin of Swami Ram Tirath Dandi Sanyasi and encouraged him to be a Sikh.
