Denizens = Chiefly a British word = A foreigner who is granted rights of residence and sometimes of citizenship.

were the English the denizens? or did they grant some rights of citizenship in India to the Indians?

maybe denizens has become the same as citizens. Of course the Army is granting some rights to the citizens to enter the fort.
