Kaal is qualitative aspect of Hukam which means the destroyer, primarily used in Dasam Granth.

In Commencement of Chaubis Avtar, Guru Gobind Singh gave the reason why Akaal is called Kaal:

ਚੌਪਈ ॥
ਅੰਤਿ ਕਰਤ ਸਭ ਜਗ ਕੋ ਕਾਲਾ ॥
ਨਾਮੁ ਕਾਲ ਤਾ ਤੇ ਜਗ ਡਾਲਾ ॥

चौपई ॥
अंति करत सभ जग को काला ॥
नामु काल ता ते जग डाला ॥

Chaupai
At time Thou destroyest the universe;
Therefore the world hath named you KAL (the Destroyer Lord);
