Jeev Hatya is a thought moving around various religious institutions which means to Kill a Jeev (organism).

Sikhism believe Jeev can never be killed because Soul is immortal/imperishable. Jeev migrate from one body to other. Bhagat Kabir opens this concept in wide range, while having discourse with Mullah on Killing:

ਪਕਰਿ ਜੀਉ ਆਨਿਆ, ਦੇਹ ਬਿਨਾਸੀ ਮਾਟੀ ਕਉ ਬਿਸਮਿਲਿ ਕੀਆ ॥
You seize a living creature, and then bring it home and kill its body; you have killed only the clay.

ਜੋਤਿ ਸਰੂਪ ਅਨਾਹਤ ਲਾਗੀ ਕਹ੝ ਹਲਾਲ੝ ਕਿਆ ਕੀਆ ॥੨॥

The light of the soul passes into another form. So tell me, what have you killed? ||2||

Sikhism does not have any self contradictory statement and demotes concept of Jeev Hatya, because Sikhism strongly believes that Jeev could never be killed but jeev is seperated from clay and Jeev again passes into other form.

Satgur Arjun Dev also explained same concept that Jeev never dies:

ਝਕਾ ਮਾਟੀ ਝਕਾ ਜੋਤਿ ॥ ਝਕੋ ਪਵਨ੝ ਕਹਾ ਕਉਨ੝ ਰੋਤਿ ॥੨॥
There is the one dust, the one light, the one praanic wind. Why are you crying? For whom do you cry? ||2||

ਮੇਰਾ ਮੇਰਾ ਕਰਿ ਬਿਲਲਾਹੀ ॥ ਮਰਣਹਾਰ੝ ਇਹ੝ ਜੀਅਰਾ ਨਾਹੀ ॥੩॥
People weep and cry out, "Mine, mine! This soul is not perishable. ||3||

ਕਹ੝ ਨਾਨਕ ਗ੝ਰਿ ਖੋਲੇ ਕਪਾਟ ॥ ਮ੝ਕਤ੝ ਭਝ ਬਿਨਸੇ ਭ੝ਰਮ ਥਾਟ ॥੪॥੪੩॥੧੧੨॥
Says Nanak, the Guru has opened my shutters; I am liberated, and my doubts have been dispelled. ||4||43||112||

No One Dies, but Changes Dress

ਕਉਨ੝ ਮੂਆ ਰੇ ਕਉਨ੝ ਮੂਆ ॥
Who has died? O, who has died? ਬ੝ਰਹਮ ਗਿਆਨੀ ਮਿਲਿ ਕਰਹ੝ ਬੀਚਾਰਾ ਇਹ੝ ਤਉ ਚਲਤ੝ ਭਇਆ ॥੧॥ ਰਹਾਉ ॥
O God-realized beings, meet together and consider this. What a wondrous thing has happened! ||1||Pause||


ਦੇਹੀ ਮਾਟੀ ਬੋਲੈ ਪਉਣ੝ ॥
The body is dust; the wind speaks through it.

ਬ੝ਝ੝ ਰੇ ਗਿਆਨੀ ਮੂਆ ਹੈ ਕਉਣ੝ ॥
Understand, O wise one, who has died.


ਇਹ੝ ਤਉ ਰਚਨ੝ ਰਚਿਆ ਕਰਤਾਰਿ ॥
The Creator Lord created this creation.

ਆਵਤ ਜਾਵਤ ਹ੝ਕਮਿ ਅਪਾਰਿ ॥
It comes and goes, subject to the Will of the Infinite Lord.

ਨਹ ਕੋ ਮੂਆ ਨ ਮਰਣੈ ਜੋਗ੝ ॥
No one dies; no one is capable of dying.

ਨਹ ਬਿਨਸੈ ਅਬਿਨਾਸੀ ਹੋਗ੝ ॥੩॥
The soul does not perish; it is imperishable. ||3||

ਕਉਣ੝ ਮੂਆ ਕਉਣ੝ ਮਾਰਸੀ ਕਉਣ੝ ਆਵੈ ਕਉਣ੝ ਜਾਇ ॥
Who has died, and who kills? Who comes and who goes?

ਕਉਣ੝ ਰਹਸੀ ਨਾਨਕਾ ਕਿਸ ਕੀ ਸ੝ਰਤਿ ਸਮਾਇ ॥੧॥
Who is enraptured, O Nanak, and whose consciousness merges in the Lord? ||1||

No One can be killed without Hukam

If Everything happens in Hukam then no one is murderer and no one is killer. Only Hukam is killer. But what happens without Hukam?
