The following is the list of those alleged to have instigated violence and/or protected alleged criminals.

1.                  Mr. H.K.L. Bhagat, Minister of State (Information and Broadcasting). On November 5, reported to have intervened to get miscreants released who were held in Shahdara Than. 


2. Brahmni (Mishrani) Shastri
2.                 Babu Ram Sharma, Member, Municipal Corporation (Ward No. 58) reported to be the right-hand man of H.K.L. Bhagai. Reportedly responsible for loot, arson and murder in trans-Yamuna areas-Babarpur, Chajupur Colony, Maujpur, Gonda. Allegedly led people on motor cycle with megaphone.

3.                  Sajjan Kumar, Congress M.P. from mangolpuri. Reported to have paid Rs. 100 and a bottle of liquor to each person involved in the killing.

4.                  Lalit Makan, Cong. (I) Trade Union Leader and Metroplitan Controller. Reportedly paid to mob Rs. 100 each plus a bottle of liquor. A while ambassador car reportedly belonging to him came 4 times to the G.T. Road area near Azadpur. Instructions to mobs indulging in arson were given from inside the car.

5.                  Dharam Das Shastri, Cong. (I) M.P. from Karol Bagh. Reported to be carrying voters list with him at Praksh Nagar for identification of Sikhs. On November 5, according to newspaper reports, he along with other Congress - I leaders tried to pressurize the SHO of Karol Bagh police Station to release the persons who were arrested during the police raids to recover looted property.

6.                  Jagdish Tytler, Cong. (I) M.P. from Sadar Constitutency. On 6th November 5 p.m. he barged into a press conference that the Police commissioner S.C. Tandon was holding. A journalist reports that he told the Police Commissioner that “by holding my men you are hampering the relief work”.

7.                  Mahendra, Metropolitan Councillor. Reported to have accompanied Dharam Das Shastri with voters lists at Prakash Nagar.  


===BLOCK 25 ===
8.                  Mangar Ram Singal, Member of Municipal Corporation (Ward No. 32) was reportedly with Dharam Das Shastri and Mahendra at Prakash Nagar.


6. B. D. Sharma
9.                 Dr. Ashok Kumar, Member of Municipal Corporation, Kalyanpuri. Reportedly held a meeting in Kalyanpuri, following which violence broke out immediately. According to many eye witnesses he led mobs which indulged in loot, murder, arson and rape.

10.            Sukhan Lal Sood, Metropolitan Councillor. According to eye witnesses was seen leading mobs, which indulged in loot, arson, murder and rape. He had come with petrol and serial lists and addressees of Sikhs in the locality. He came to Shakarpour relief camp to distribute sweets among the refugees. The women refugees, recognized him and drove him out.

11.            Jagdish Chander Tokas, Member of Municipal Corportion Munirka (Ward No. 14) reportedly led a mob to R.K. Puram Sector IV and V.  


8. Salim, a notorious criminal
12.             Ishwar Singh, Member, Municipal Corporation, Mangolpuri (Ward No. 37). Allegedly led the mobs that indulged in looting, burning, rape and murder in Mangolpuri area.


9. Massa, charas smuggler
13.             Balwant Khokhar, Youth Congress-I Leader, Delhi, identified as one of the persons responsible for instigating looting and arsons in Palam Colony area.

14.            Fair Mohammad, Youth Congress-I, Leader Delhi named by refugees is Shakrpur camp and in Mangolpuri for being a part of the mob including in looting, arson and murder.

15.             Ratan, Youth Congress –I Leader, Delhi named as having taken part in violence and looting in Palam Colony area.


11. Monu Singh, shopkeeper
16.             Satbir Singh, Youth Congress –I. He allegedly brought bus loads of people from Ber Sarai to Sri Guru Harkrishan Public School (Munirka). They burnt school buses and parts of the school building. He was reportedly involved in looting and beating of Sikhs which carried on throughout the night on November 1.

1.                 Malhotra, ACP, East District at Shakarpur (under Shakarpur P.S.) Reported to have invited mobs. Heard to say “you should have blown up the gurdwaras in addition to killing Bhatia (Cong-I worker, Trilochan Singh Bhatia) of M. block, Shakarpur. Mob was accompanied by Malhotra, who moved with one jeep, station-wagon, two men with sten-guns and revolvers, petrol-cans and stones. He supplied weapons to the mob, according to eye-witness accounts. Reportedly incited mobs at Laxmi Nagar, Gurunangal Nagar (under Shahdara P.S.)

2.                  Jai Singh, S.H.O., Allegedly told mobs in troubled area that they could do what they wanted for three days.

3.                 Rao Ram Mehar, S.H.O. at Shakarpur reportedly pointed out Sukh shops and houses to the mob.

4.                 Hari Ram Bhatti, S.H.O. Sultanpuri P.S. reported to have helped the mob by disarming the Sikhs. On November 1 and 2 it is alleged that he himself killed them. On 3 and 4 reported to have had the Sikhs shaven at gun point.

5.                  Ravtas Singh, S.H.O. Sadar Thana. Reportedly borke into houses and indulged in arson.  


18. Karamat, cement-seller
6.                 Survir Singh, S.H.O. Kalyanpuri, P.S. He reportedly reached Trilokpuri (under Kalyanpuri P.S.) at 2.30 p.m. on November 1, when plunder and killing were going on. He immediately removed had constable and another constable from the spot, thereby giving the mob full license to indulge in arson, rape and killing.


19. Shabnam, owner of a TV shop
7.                 R.D. Singh, S.I. Information from refugees at Durgapuri Gurudwara, Loni Road that he abetted mobs and personally beat up and killed people.

8.                  S.H.O. and Constables, R.K. Puram Sector IV P.S. According to eye witness account when appareled to by two residents of Bar Sarl to protect a Sikh family being attacked by a mob in Sector IV they categorically refused. Further, they are reported to have delcared that Sikhs should be killed.

BABURAM SHARMA, Municipal Corporation Member (Ward No. 58)
73.            Rashi, Cycle Rickshaw repair shop in Block –32, allegdly involved in murder.  
He is a confidant of Mr. Bhagat’s. The allegations against him are : He led the violent mob on a motorbike and mike in hand and is responsible for killings in Baabarpur, Chajupur, Maujpur and Ghonda in East Delhi.  


SAJJAN KUMAR, Congress (I) MP
It is alleged that he gave a hundred rupees and a liquor bottle each to the killers.


LALIT MAKEN, Congress (I) Party Trade Union Leader and Metropolitan Councillor.
BLOCK-34
It is alleged that he distributed money and liquor bottles to the mob and an Ambassador car, said to be his, was seen at Azadpur on Grand Trunk road four times during the violence and the mobs were given instructions by the car occupants.


DHARAMDAS SHASHTRI, Congress (I) MP from Karol Bagh
74.             Mahendru.  
He is alleged to have provided the list of Sikh houses and shops with electoral roll as the source. According to press reports of November 5, 1984, he is also alleged to have pressurised police officials in Karol Bagh police station to release from custody those arrested for the anti-Sikh violence.  


JAGDISH TYTLER, Congress (I) MP.
75.            Ratan (brother of Mahendru).  
He intruded into press conference of the Police Commissioner, Mr. S C Tondon, on November 6 and told him, by arresting my men you are obstructing the relief work for the victims.  


MAHENDERA SINGH, Metropolitan Councillor.  
76.             Behem Sharma.  
It is alleged that he, alongwith Dharamdas Shastri, was seen going around with electoral rolls (used to identify Sikh houses) in Prakash nagar.  


MANGATRAM SINGAL, Municipal Corporation Member, (Ward No.32)
77.             Mahendra Pal.  
He is alleged to have been in the company of Dharmadas Shastri during the violence.  


Dr. ASHOK KUMAR, Municipal Corporation Member, Kalyanpuri.
78.             Sher Singh, shop keeper.  
It is alleged that violence was sparked off after he held a meeting with Congress workers and supporters and that he was leading the crowd which indulged in large scale violence, including, killing, burning, looting and gang-rape of women.  


SUKHANLAL SOOD, Metropolitan Councillor.
Eye witness accounts allege that he led the violent mob and that he brought lists of Sikh houses and petrol (used to burn Sikhs alive) to the scene of violence. Later, when he went to the Shakarpur relief camp to distribute food AND sweets to the survivors, some women recognised him and had him chased out of the camp.

He is alleged to have led the violent mob in sector 4 and 5 of R. K. PURAM.


ISHWAR SINGH, Municipal Corporation Member, Mongolpuri, Ward NO. 37.

He is alleged to have led the violent mob in Mongolpuri.  


BALWANT KHOKAR, Youth Congress (I) Leader, Delhi.
He is alleged to have instigated the violent mob in Palam Colony.


FAIZ MOHAMMED, Youth Congress (I) Leader, Delhi.

Survivors in the Shakarpur relief camp and residents of Mongolpuri say that he was directly involved in the violence.

He is alleged to have been directly involved in the Palam Colony violence.

He is alleged to have brought a busload of criminals to Guru Harkishen School in Munirka and participated in looting and burning the school down.

MALHOTRA, Assistant Commissioner Police East Delhi.  
82.             Abdulla.  
He is alleged to have called the mob to the police station and told it that It "should have demolished the gurudwara as well (the mob killed……? Bhatia, a Sikh Congress worker). Besides, Malhotra is alleged to have accompanied the mob to the scene of violence. He was in a jeep, armed with a revolver, accompanied by two sten-gun wielding cops. Following him were two station wagons in which cans of petrol were kept. He is said to have handed over weapons to the mob and instigated the mob that came to the police station from Gurunangal Nagar and Lakshminagar.  


JAI SINGH, SHO.  
83.             Two sons of Sitaram, Milikman.  
He is alleged to have told the mobs that they "have three days to kill and loot, free for all."


RAVRAM MEHAR, SHO, Shankarpur.  
84.            A. Mulla, lives near Mosque in Trilokpuri, teaches children in Mosque. Allegedly incited Muslims to go to burn two Gurudwaras of the locality.  
He is alleged to have identified Sikh houses and shops.  


HARIRAM BHATTI, SHO, Sultanpuri.  
85.             Lakhan.  
He is alleged to have disarmed Sikhs of their small weapons of defence and On November 2, personally killed some Sikhs. Also , on November 3 and 4, he made Sikh men cut their hair on gunpoint.  


ROHTAS SINGH, SHO, Sadar.
86.            Rohtas, Land owner and Goala.  
He is alleged to have personally indulged in burning down Sikh houses.  


SHOORVIR SINGH, SHO, Kalyanpuri.
87.             Rishi, Land owner and Goala.  
He reached Trilokpuri at 2.30 p.m. on November 1 when violence was on, is alleged to have ordered two constables on duty there to go away, thus giving the mob a free hand at violence.  


R.D. SINGH, Sub-Inspector, Durgapuri.
88.             Kripal, Land owner and Goala.  
According to survivors in the Loni Road, Gurudwara relief camp, Singh instigated the mob and personally beat to death some Sikhs.

When people from Sector 4 asked the duo for help to save a Sikh family in their area are alleged to have denied help and goes on to say, " Sikhs should be finished."

It is absolutely shocking that even those police officials, who were found guilty by the various government-appointed commissions of inquiry, are still prowling free. The Delhi Police’s own Riot Cell also found 72 officials guilty but no action has been taken against any one of them. Even more shocking than the fact that no action has been taken against these officials, is the promotions given to many of them. Have they been rewarded for their crimes or what?

The most sordid stories of violence reported by Sikh families from some of the worst-affected colonies, including, Trilokpuri, Mongolpuri, Nangloi, Sultanpuri, Sagarpur and many areas of east Delhi, were the result of the participation of some police officials. The violence in the areas under their control was better-organised and more grotesque. In Trilokpuri, for instance, police officials personally presided over the killings of 700 Sikhs in one days. For three long days, the colony looked like a bazaar of a corpses. No police official even cared to remove the dead bodies. What is more, some police officials alleged to have indulged in the anti-Sikh violence, were given awards for gallantry by the President of India in 1997. If these shocking facts do not prove that the violence was well-planned and organised, nothing else will.

Following is a list of those involved in the anti-Sikh violence of November, 1984

LIST OF PEOPLE IDENTIFIED BY SURVIVORS

1. POLITICIANS

The following is the list of those alleged to have instigated violence and/or protected alleged criminals.

1. Mr. H.K.L. Bhagat, Minister of State (Information and Broadcasting). On November 5, reported to have intervened to get miscreants released who were held in Shahdara Than.

2. Babu Ram Sharma, Member, Municipal Corporation (Ward No. 58) reported to be the right-hand man of H.K.L. Bhagai. Reportedly responsible for loot, arson and murder in trans-Yamuna areas-Babarpur, Chajupur Colony, Maujpur, Gonda. Allegedly led people on motor cycle with megaphone.

3. Sajjan Kumar, Congress M.P. from mangolpuri. Reported to have paid Rs. 100 and a bottle of liquor to each person involved in the killing.

4. Lalit Makan, Cong. (I) Trade Union Leader and Metroplitan Controller. Reportedly paid to mob Rs. 100 each plus a bottle of liquor. A while ambassador car reportedly belonging to him came 4 times to the G.T. Road area near Azadpur. Instructions to mobs indulging in arson were given from inside the car.

5. Dharam Das Shastri, Cong. (I) M.P. from Karol Bagh. Reported to be carrying voters list with him at Praksh Nagar for identification of Sikhs. On November 5, according to newspaper reports, he along with other Congress - I leaders tried to pressurize the SHO of Karol Bagh police Station to release the persons who were arrested during the police raids to recover looted property.

6. Jagdish Tytler, Cong. (I) M.P. from Sadar Constitutency. On 6th November 5 p.m. he barged into a press conference that the Police commissioner S.C. Tandon was holding. A journalist reports that he told the Police Commissioner that “by holding my men you are hampering the relief work”.

7. Mahendra, Metropolitan Councillor. Reported to have accompanied Dharam Das Shastri with voters lists at Prakash Nagar.

8. Mangar Ram Singal, Member of Municipal Corporation (Ward No. 32) was reportedly with Dharam Das Shastri and Mahendra at Prakash Nagar.

9. Dr. Ashok Kumar, Member of Municipal Corporation, Kalyanpuri. Reportedly held a meeting in Kalyanpuri, following which violence broke out immediately. According to many eye witnesses he led mobs which indulged in loot, murder, arson and rape.

10. Sukhan Lal Sood, Metropolitan Councillor. According to eye witnesses was seen leading mobs, which indulged in loot, arson, murder and rape. He had come with petrol and serial lists and addressees of Sikhs in the locality. He came to Shakarpour relief camp to distribute sweets among the refugees. The women refugees, recognized him and drove him out.

11. Jagdish Chander Tokas, Member of Municipal Corportion Munirka (Ward No. 14) reportedly led a mob to R.K. Puram Sector IV and V.

12. Ishwar Singh, Member, Municipal Corporation, Mangolpuri (Ward No. 37). Allegedly led the mobs that indulged in looting, burning, rape and murder in Mangolpuri area.

13. Balwant Khokhar, Youth Congress-I Leader, Delhi, identified as one of the persons responsible for instigating looting and arsons in Palam Colony area.

14. Fair Mohammad, Youth Congress-I, Leader Delhi named by refugees is Shakrpur camp and in Mangolpuri for being a part of the mob including in looting, arson and murder.

15. Ratan, Youth Congress –I Leader, Delhi named as having taken part in violence and looting in Palam Colony area.

16. Satbir Singh, Youth Congress –I. He allegedly brought bus loads of people from Ber Sarai to Sri Guru Harkrishan Public School (Munirka). They burnt school buses and parts of the school building. He was reportedly involved in looting and beating of Sikhs which carried on throughout the night on November 1.


II. POLICE

The following in the list of police officials allegedly responsible for negligence of duty and/or abetment of participation in violence :

1. Malhotra, ACP, East District at Shakarpur (under Shakarpur P.S.) Reported to have invited mobs. Heard to say “you should have blown up the gurdwaras in addition to killing Bhatia (Cong-I worker, Trilochan Singh Bhatia) of M. block, Shakarpur. Mob was accompanied by Malhotra, who moved with one jeep, station-wagon, two men with sten-guns and revolvers, petrol-cans and stones. He supplied weapons to the mob, according to eye-witness accounts. Reportedly incited mobs at Laxmi Nagar, Gurunangal Nagar (under Shahdara P.S.)

2. Jai Singh, S.H.O., Allegedly told mobs in troubled area that they could do what they wanted for three days.

3. Rao Ram Mehar, S.H.O. at Shakarpur reportedly pointed out Sukh shops and houses to the mob.

4. Hari Ram Bhatti, S.H.O. Sultanpuri P.S. reported to have helped the mob by disarming the Sikhs. On November 1 and 2 it is alleged that he himself killed them. On 3 and 4 reported to have had the Sikhs shaven at gun point.

5. Ravtas Singh, S.H.O. Sadar Thana. Reportedly borke into houses and indulged in arson.

6. Survir Singh, S.H.O. Kalyanpuri, P.S. He reportedly reached Trilokpuri (under Kalyanpuri P.S.) at 2.30 p.m. on November 1, when plunder and killing were going on. He immediately removed had constable and another constable from the spot, thereby giving the mob full license to indulge in arson, rape and killing.

7. R.D. Singh, S.I. Information from refugees at Durgapuri Gurudwara, Loni Road that he abetted mobs and personally beat up and killed people.

8. S.H.O. and Constables, R.K. Puram Sector IV P.S. According to eye witness account when appareled to by two residents of Bar Sarl to protect a Sikh family being attacked by a mob in Sector IV they categorically refused. Further, they are reported to have delcared that Sikhs should be killed.
