Professor Baldev Singh Dhillon. He is an internationally famous[3] Agricultural scientist and former Assistant Director General at ICAR, Director of NBPGR (ICAR), Director of Research at Punjab Agricultural University and Guru Nanak Dev University. At present he is working in Maize Biotechnology at University of Hohenheim, Stuttgart, Germany.

Professor Dhillon, was born in Amritsar in 1947.[4] He is known for scientific breakthroughs maize breeding. He has a Doctorate from Indian Agricultural Research Institute (IARI), New Delhi. He has published 340 research publications and many books. Moreover, he is the recipient and has won many international awards:
