A sikh without keshas is not considered a sikh. If a sikh cuts his hair he is 'patit'. There should be no category of Keshadhari sikhs. A sikh who has kept hair but following different path is a MANMUKH. But by naming sikhs Keshdharis it means we are recognizing others as Sikhs who have not kept hair.
